Community Action Council will begin taking appointments for the Low-Income Home Energy Assistance Program (LIHEAP) Summer Subsidy on July 8, 2024.
The application process will begin on July 16 and run through September 13, 2024 (or until funds are gone).
The Summer Subsidy Cooling Component is designed to help offset a household’s electric costs. Eligible households receive a one-time benefit ranging from $50 to $250, depending on income level and housing category.
Applications will be accepted during enrollment or until designated funds are depleted on a first-come, first-served basis. Income eligibility for the program is up to and including 150% of the Federal Poverty Guidelines.
Benefits are paid directly to the electric vendor.
LIHEAP is available in all Kentucky counties. Community Action Council administers the program in Lexington-Fayette, Bourbon, Harrison, and Nicholas counties. To locate the agency responsible for LIHEAP in your county, visit capky.org.

- In Fayette County, LIHEAP walk-ins will be accepted at 913 Georgetown St., Lexington.
- In Bourbon County, visit Wesley’s Place at 1414 Main St., Paris.
- In Harrison County, visit 216 Old Lair Rd., Cynthiana.
- In Nicholas County, visit 2323 Concrete Rd., Ste. A, Carlise.
All applicants will be required to supply the following documentation at the time of application:
- Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
- Proof of income from the preceding month for all members of the household.
- Most current electric bill, statement from your landlord if electric is included in your rent, statement from utility company if you participate in a Pre-Pay Electric Program.
- The account number and name on the account for main heating fuel sources and electric bill.
Summer Subsidy DOES NOT require a disconnect notice, a past due bill, or eviction notice. The Subsidy benefit can be applied as a credit on your account. Assistance received during previous LIHEAP components does not affect the household’s eligibility.
Community Action Council and Community Action Kentucky administer LIHEAP in partnership with the Kentucky Cabinet for Health and Family Services, which receives the funding as a pass-through block grant from the US Department of Health and Human Services.
